They're reports from planetary magistrates, PDF commanders, provost marshalls, and sometimes regular citizens who believe there's something happening that might require my direct intervention.
[20:29] <Solarchos> The fact that they're classified as "Yellow Flags" means that there's enough validity in the claims that it MIGHT be worth authorizing an investigation, BUT it falls short of automatic direct intervention. Because it falls in a kind of "borderline", a second opinion is required from either me or a designated subordinate of mine.
